Megan C. Rogers

Megan Rogers works with clients to advocate their interests with lawmakers, regulatory personnel and city officials in state and local government with an emphasis on land use and mining matters. She provides advice on policy matters and public affairs. She previously served as counsel to cities in south Florida and Minnesota.

Representative Experience

Municipal

• Assisted the City of Columbus in developing new industrial zoning districts.
• Oversaw planning studies and policy development for three concurrent moratoria.
• Negotiated TIF funding and associated development agreements in the city of Bloomington.

Land Use, Zoning and Entitlements

• Represented local developer in approval of a campus style redevelopment at the gateway to the Lake District and downtown Wayzata.  The project includes new townhomes, apartments, an office building and a Wells Fargo bank branch.
• Represented Martin Marietta in rezoning of western Minnesota property and five-year mining permit reissuance.
• Represented multiple new clinic operators in obtaining conditional use permits in the City of Minnetonka.
• Worked with behavioral health treatment facility to obtain approvals for conversion of existing long term stay hotel to new care-focused use. Megan regularly works with drug and alcohol treatment providers in obtaining or navigating local government approvals.
• Obtained zoning text amendment and interim use permit approvals for national church organization in Wright County to host overnight camping and gatherings for up to 6,000 attendees weekly during the summer season.
• Represented South Florida developers in obtaining zoning approvals for 344,000 Square Foot Retail Shopping Center and 1,400 residential units.
